Well you can do it once and get away with a warning.
And you can do it "out of the streets" any time, meaning inside buildings, seweres and the "random" encounters when navigating the city and outside the city limit.
I've never done it more than once (getting the warning) so I don't know excatly what will happen if you do it again - I always use the money on a licenese, just in case.

Well I cast spells without a licence almost all the way through Chapter 2
Only after my first warning way into the game and with loads of money to spare did I buy a licence. I think it is random when you get your warning..I used to save before a spell casting session just in case.

The second time you'll get attacked by high level Cowled Wizards - not a good situation for a low level party, I can assure you from own experience (you need lots of defence breaching spells in order to win). You can cast cleric and druid spells without any problem. You can also cast mage spells outside Atkathla or the inside the city's buildings without attracting the attention of the CW.

I learnt what it meant when I inadvertently fired a Mirror Image when attacked by Vampires, 3-4 12-15th level Cowled Wizards appeared and helped the vampires kill us !!
- Note that the vampires ALSO used magic, undoubtly they had a license
!
So beware NOT to use any mage spell OUTDOORS when in Athlaka and with a "low" level party before having the license.
At the end of chapter 3 + all sidequests you can kick their *ss to the damned not-so-cooled wizards, but it's pretty pointless...

Evil parties *never* pay for the license. Not *real* evil dudes!
Basically, you just have to wade through a few fights with a bunch of Cowled Twits every time you cast a spell out of doors in Amn.
They're always bunched together and covered with protection spells, so it's always your tanks whacking one special effects sphere while your mage
protect them from stun/fear spells and Breach the enemy spells.
These *are* hard fights if you're still low in level, but fairly routine later on. Just keep your magic indoors until you've levelled up a bit.
After a while you get a message that you will be facing the best of their order - if you beat these guys, they stop bothering you after that.

I kill colwed wizards every chance I got. I figured why buy a license when you spend most your time in the sewars, buildings, or outsie Athkatla. So, I just faught them every time I used magic. BTW, their Best isn't that tough with the right combo...

I recall seeing a claim that one of the 'best' is also the mage you hire to send the guys in the Planar sphere back home. Has anyone killed her before doing the Sphere quest, and does it prevent you sending them home?

well, actually. I think, i killed one of their leaders in the coweled wizard. right after that, i am no longer getting any warnings
hahaha. which isn't very cool, i want to kill more wizards to get easy nice exp there

How much exp are they worth? And what average level should my party be at to be able to take on the wizards? (Don't wanna buy a liscence)

the total exp from coweled wizards is about 14000. but, the leaders worth 20000 alone.
however, if you kill the leaders, you will not get warned or attacked again. so far, i don't get warned at all.
you don't need to be fighting at all. just make sure, you get out of their site before they start firing at you. then use about 4 cloudkill to get them all. easy exp there

That's stereotyping.
Being Evil does not necessarily imply "not paying for anything", it just means not giving a rat's a$$ about others. If it's more convenient, Evil characters may very well pay for what they want.
Note that (A)D&D does
not make the distinction between 'pure' Evil (wilful murderers, torturers, sadists, et al) and 'simply not giving a damn' Evil.

I avoid casting mage spells in the outdoor areas of Athkatla (except the random encounters) until I have a level 12 or better thief. Then, my thief plants 3-4 traps, and my whole party except the mage walks away from that area. My mage casts a spell, waits for the cowled enforcers to show up and turn hostile, and quickly walks away. I then send in summoned creatures to finish off what the traps don't kill.
