Learning to Mod

Hiya. Yeah, I'm still behind the power curve.
I need some help with the Construction Set. I've been playing with it, reading the help file, trying to make my own dungeons and islands and such. However, I've got a number of bones to pick.
1. Unless I'm zoomed in to some ridiculously near distance, any "blocks" I drop in the render window drop themselves at different heights. Why? Is there a way to fix this other than double clicking and filling in the Z value?
2. So I figured out I could cut and paste the Z value. Now my &*@#!$% blocks won't align on the same angle. There's only one in_stonewall_side (or something of that nature), so I was rotating it with the RMB. Problem is, while it's fine doing a 180, try to rotate it 90 degrees, and it won't do it. It's either 85 degrees or 95 degrees, which, obviously, makes my dungeon look a little wonky.
3. No idiot-proof guide. I get the drag and drop thing, but there's GOT to be some list of HOW TO DO THINGS floating around somewhere. Like "press this key while dragging the mouse pointer to achieve result X" or something similarly idiot proof. Any suggestions? I've read the Help file about a dozen times, so either I'm an idiot, it's well hidden, or it's not there.
4. If you know of any other resources for beginning modders, please let me know. You know, like how to find meshes and textures, how to change them, how to build them, etc. I decided to try something "simple" like make my own race, and I can't get any kind of textures to appear in the render window.
Help? Your suggestions, advice, and laments (for those of us who are too CPU challenged to play/mod Oblivion) are welcome and recieved with gratitude.
