Where do you get this from, please? I have searched and there are lots of mentions on its use, but not where to get it.

You get it from Aran Lindvail when he sends you after Bhodi.

Actually you get it as soon as you have paid the 15K and met Aran the first time. Alternately you can take it from Aran's bleeding still warm corpse after his life abruptly ended at your hands.
