I haven't seen all of those old message threads, but that information is not correct. Here are the stats, from what I have been able to determine:
Rat:
Strength 18/100 (overrides all natural stats and items)
Dexterity 18 (overrides all natural stats and items)
Constitution 9 (overrides all natural stats and items)
Increased movement rate (the "Haste" icon appears on your portrait)
90% resistance to slashing, crushing, piercing, and MISSILE damage, but this resistance does NOT stack with items such as Jan's armor or the Defender of Easthaven. However, it does stack with Armor of Faith and Hardiness, up to a maximum of 127%.
You can't wield weapons, but you can attack twice per round with your front paws (plus extra attacks if you're a Fighter over 7th level). The paws are considered +3 weapons to determine what they can hit and do 1-2 points of damage per hit plus the 18/100 Strength bonus. You keep your own THAC0. It sounds like the rat form is more useful for spellcasters than it is for Fighters due to the limitations on weapons.
Thieves can still use their Thieving abilities.
If you try to wear armor when you're shapechanged, your AC gets messed up. It gets set to AC 11 or something like that. In rat form without armor, you're supposed to have base AC 10 with a -4 bonus for 18 Dexterity and a -1 bonus for the Cloak, so your AC should be 5. (Keep in mind you have 90% resistance to all physical damage.)
I don't see any indication that the rat form gives you any magic resistance, so I don't know where that idea came from. Maybe the person who said you get 50% magic resistance was wearing another item at the time. I don't know why a rat would be resistant to magic in the first place (or have ogre strength, for that matter).
You can still use a lot of items while shapechanged, including wands, potions, Gauntlets of Weapon Expertise, the Ring of Fire Control, the Cloak of Mirroring, etc. Apparently some of the effects of the Ring of Gaxx are disabled, such as 10% Magic Resistance, but I'm not sure if regeneration is one of them.
I assume that I was testing the native item, since there is no item file (CLCK27) in my OVERRIDE directory. If the official patches or Baldurdash had modified the item, they would placed a new item file in the OVERRIDE directory.
