Need you Assistance on building a new char

Alright everyone, I took a strategy guides advice, because everytime I roll through this game I end up making an "all-around-small-weapons-fighter" Very boring to say the least.

So I wanted To make a Tough Melee (Unarmed) Fighter, But I also want a Diplomat. Is there anyway to come to some sort of middle ground with skills/traits/perks/attributes to where I can accomplish this? I don't have to be able to talk my way out of EVERYTHING, rather what I can't solve by talking, I can use my fist. I'll give you my character:

Strength - 5
Perception - 5
Endurance - 8
Charisma - 2
Intelligence - 9
Agility - 10
Luck - 8

And After all of the bonus effects in the game, the end should be..

Strength - 10
Perception - 6
Endurance - 8
Charisma - 3
Intelligence - 10
Agility - 10
Luck - 10

Skills I Tagged :
Unarmed
Sneak
Steal

Traits:
Gifted
One Hander

A few things about this setup I had questions about. Is this Charisma going to affect how well of a Diplomat I am? Will I be able to talk my way out of a few situations? The creator of this setup said that Charisma is only really important for NPCs, but he said you will miss out on some quest.

The Luck is set high because of the Special Encounters (Apparently you can go back in time to Vault 13?!) Could I transfer some points to even out my Charisma and be more diplomatic?

On my skills I chose unarmed, but I'm wondering if I should since their are people in the game who will willing boost it for me, But I iffy about Sneak. Is it that useful for a Melee Fighter? I thought about swapping it out for Speech, maybe even LockPick. The reason for Steal, is because I thought I would be so horrible at bartering I would need to steal everything, but then again, Melee fighters won't need to spend alot of money on ammo/guns. By raising my Charisma I thought I would even that out as well.

Well any advice you can off to my char would be appreciated, right now he looks like a Fighter-Heavy Diplomant, rather than a Diplomant-Heavy Fighter, which is what I'm going for.

EDIT: One last question, about the fan-made patches. Are they worth the DL? Because of only place I can see to DL them from has a very long waiting time.

If you're going for a diplomat character, 2 CH is a very bad choice. You might want to make your char to look something like this:

ST 5
PE 5
EN 7 (instead of 8, you could move 1 point from AG, though)
CH 9 (this is very important if you're going with a diplomat)
IN 8 (enough for nearly every dialogue option in the game)
AG 10
LK 8 (this should be enough for lots of special encounters)

Skills:
Melee Weapons (your Unarmed skill is fairly high at the beginning, and when you get the Super Sledge, you'll be sorry that you took Unarmed instead of this :) )
Steal
Speech (if you want to talk your way out of most dangerous situations, sthis skill is crucial

Traits:
Gifted
Good Natured (gives you a bonus to speech/doctor/first aid/barter, but slightly decreases combat skills)

8 LK is enough for nearly every "good" special encounter, you can boost it to 9 later, and that should be more than enough. ;)

High charisma can be very helpful in bartering, but since Steal is, IMHO, one of the best skills in the game, you should have it tagged nevertheless. As for Sneak, it's a useful skill, but not that useful that you shouldn't trade it for Speech.

Try this:

ST 5
PE 5
EN 6
CH 8
IN 8
AG 8
LK 7

You'll still have fairly good endurance, 9 AP and you can boost your LK with the perk later on.

This is the unarmed character I used in FO1:

Initial stats: ST 6, PE 5, EN 9, CH 2, IN 8, AG 9, LK 8.
Developed stats: ST 10, PE 6, EN 10, CH 3, IN 10, AG 10, LK 10.
Traits: Gifted, Finesse.
Tag skills: Unarmed, Lockpick, Speech.
Perk progression: Level 3 Awareness, level 6 Bonus HtH Attacks, level 9 Better Criticals, level 12 Bonus Move, level 15 Bonus Move, level 18 Slayer, level 21 Bonus Move.

Sadly I lost my FO2 configuration. But this is what I would use for a diplomatic melee game:

Initial stats: ST 5, PE 6, EN 4, CH 8, IN 9, AG 9, LK 7.
Developed stats: ST 10, PE 7, EN 4, CH 8, IN 10, AG 10, LK 9.
Traits: Gifted, Finesse.
Tag skills: Melee Weapons, Lockpick, Speech.
Perk progression: Level 3 Awareness, level 6 Bonus Move, level 9 Better Criticals, level 12 Living Anatomy, level 15 Bonus HtH Attacks, level 18 Gain Agility, level 21 Action Boy, level 24 Slayer.

On bartering: I always used low Charisma before and I (almost) never have trouble paying stuff. And if you tag Lockpick, you can get really much loot from lockers and stuff.

I'm now having an issue with the fan-made patch, it says only for 1.0, but when i reinstall my CD from scatch it says 1.02?
