Why can't I access either Umar or Windspear hills after returning from the underdark!

Just got back from the underdark and both the umar hills and windspear hills areas are grey on my overworld map. I have NOT done these quests yet and I need to! Please help me out. Thx in advance.

Hopefully it's not a bug. Check that you've met the conditions to be able to go there:
1. Did you talk to the boy in the Govt. area who gives you the quest?
2. Did you talk to Jierdan Firkraag in the Copper Coronet?
3. Have you been to the city gates?
If you can answer 'yes' to all of them, then I'm fresh out of ideas.

Strange, I was able to play these quests when I finished the Underdark for the first time...

That can't be.!!
i never heard of this bug.
try the gouverment district maybe u can go to the council of six building and talk to that cowled wizzard (the one how tells u to hunt down Valygar) maybe that gets the quest started.

My advice is to try accessing the areas that are greyed out from the city gates district
