How do I stop or remove the Cowler enforcers and Amnish Legionary from attacking my party and turning us into swiss cheese..

or
2: Keep killing them till no more appear.

Get the magic-license in the councill of six-building. If your reputation is 1 or 2 they will still appear.

i suppose you shouldn't stay at a reputation of 1 or 2, not a nice feedback you will gain with it. No, the license is nice if they appear if you use magic at street.
