Hasting Bug?

I have been replaying BG2 as a kensai/mage dualweilding longswords and I have noticed a disturbing error. I have grand mastery in longswords so I have 3 regular attacks and 1 with my off hand for a total of 4 attacks per round. I just acquired the boots of speed from the planar prison and had my kensai/mage using them but it seemed like he wasn't getting all of his attacks. I turned on auto-pause at the end of each round and sure enough he was getting two normal attacks one round, then another normal and his off hand the next round. I found this frustrating and baffling. I then tried hasting him via the spell and found it granted him an extra attack, but he was still getting 3 the first round, then another and off-hand the second. Shouldn't I be getting 4 attacks per round with boots and 5 with haste? Is this a bug? Or do I not completely understand the rules here?

Grand Mastery in Longswords is 2,5 attacks per round if you are fighter level >13. If <12, it is probably two. Add one from off hand, and none from boots.

Forgot to mention, I have the improved grand mastery patch installed that restores it so that it gives more. On my character sheet in game it says I have 4 attacks.

I'd also like to add I tested it with other characters and had similar problems, Viconia with a normal 1 attack per round would get around 1 attack per 3 rounds...The boots seem to be anti-productive. Maybe a mod I installed messed it up? Does anyone else have this with a modded or un-modded game? Check your attacks per round on char sheet then attack something with boots and auto-pause at end of round on. See how many they get.

My game isn't modded and everything works fine for me. Although the Boots of Speed give a Haste symobl, it isn't actually haste. All it does is improve the movement speed. The attack speed should be unaffected.

I'm not sure I'm explaining this correctly so I'll give it one more try.
The boots of speed do increase my movement speed for my Kensai/Mage. However in a regular round without the boots of speed on, I tested several times with the option Auto-Pause at end of round on, I get 4 attacks with my longswords Grand Mastery Mod, 3 with my main hand and 1 with my off hand. On my character sheet it also states that I have 4 attacks.
However when I repeat all of these steps WITH the boots of speed on, I receive 2 main hand attacks one round, the round ends, and the next round I get another main hand attack then my off-hand attack. And it repeats. I should still be getting 4 attacks per round but I'm getting 2.
Also when my character is hasted by the spell, he receieves 5 attacks per round according to the character sheet, but gets 3 the first round, then another main hand and then my off hand, and this process repeats as well. As far as I know the speed factor on the weapons is not affected.
I hope I have made what I am experiencing clear, I'm not the best at this. Is this a bug? From the original game? From a mod I have installed? Or do I not understand the rules of this game? I am inclined to think it is some kind of bug from the tests I have run.

You explained yourself fine the first time. I'm afraid I havn't heard of anything similar before, so my money is on that one of your mods is bugging your game. Do you have many mods that alters the attacks/round, as the Improved Grand Mastery one?

Are you sure your rounds actually are 6 seconds long? I think being hasted might halve your rounds to only 3 seconds long, so even if you don't get 4 attacks per round, you might get 4 attacks per 6 seconds.

That is the only mod that affects it. I think that the hasting cutting the roudns in half is correct. I don't understand why it does that? but I'm no AD&D rules master. It does appear as I count mentally that rounds are 3 seconds with boots and 6 without. It must have seemed since I was swinging so much more with the haste but not as many attacks were going off. I still think it's strange but that seems to be the explanation

Definitely sounds like a bug to me. You should try posting this at the site hosting the mod.
I'm guessing it's from the Ease of Use mod located here.
However, since EoU is no longer updated and abandoned, the Glibberings Three site is currently hosting it. It's now called The BG2 Tweak Pack. To quote the site, "This mod includes and deprecates several other mods: the G3 Tweak Pack, the Tutu Tweak Pack, and Wes Weimer's Ease of Use mod." So I think your best bet would be to ask the question here. The site seems more active than the first link I gave anyway.

This is a known bug. Check the Baldurdash Fix Pack.
Improved Boots Of Speed Fix resolves the three known issues with the Boots Of Speed (haste doesn't increase attacks, doubled initiative round leaves chars. wasting their attack windows, and invisible chars. become visible before attacking due to the doubled initiative round.) Now Beige Tangerine has made them even better by correcting the movement rate increases for Monks and Barbarians so that they receive the same benefits!
Best regards,
Lark.
