(ranged) touch effect

I noticed certain magic spells that require me to touch creatures have a tenacious failure rate that doesn't seem to improve by increasing Intelligence (or Charisma, for sorcerers). Is 'touch' regarded as a melee attack as far as the hit rate goes, and would it hence benefit from builds that focus on strength?

Nope...ranged touch effect uses Dexterity, as it's ranged ( like any other ranged weapon ).

That's not crazy, makes perfect sense. If there is a saving throw, your attribute score tied to your casting class will affect the DC they have to save against. However, in order to hit, it is based on your Dex for ranged touch spells. Which is how the Warlocks Eldritch Blast works. Cha for DC and Dex to hit.

Meaning....A blast from a fireball ( or other area spells ) allways hits a designated target zone, but everyone in it is allowed to a Save ( in this case Reflex Save for half damage ) against your Spell Difficulty Class; Spell DC is: 10+Spell Level+Caster Bonus ( Charima Bonus for Sorcerers, Intelligence Bonus for Wizards ).
While a hit from any ranged touch spell ( like Melf's Acid Arrow ) needs you to make a direct attack with your Ranged Attack Bonus.

Bugger, with each thread I read I find another reason to re-roll my Sorcerer with some proper stats... And I've rolled 3 so far
