Is it possible to complete the competition with the bard at the theater in blacklake if you are not a bard?
I've been trying for the last hour or so to listen to the tune but I seem to be either tonedeaf or missing a note or two on my own lute.

Yes, it's possible to win even if you arn't a Bard. A higher perform skill only allows you to play back the piece from memory longer.

I wasn't a bard, and the competition seemed like way more trouble than it was worth. I'm pretty sure I set fire to the guy at the end (even though I wasn't a spellcaster, either), and I got his reward that way.
