Could someone tell me how to get these...? I know it`s the guy in the red suit quest, but how do i get the randsom?

Go in the building that he ran into, go up stairs. You'll talk to a lady that was kidnapped, do not let her go. There is a ransom note in the cupboard near the bed, take it and go to the Slums district at night, the person with the ransom will appear near one of the doors of the Copper Coronet.
