I decided to postpone the trip into Fu Syndicate and not going up the elevator after talking to the mandarine on the screen. I rather did all the other quests first.

But now that I ran out of quests and have waited a while - when I get into the building the doors are open and the screen is black, as well as the door to the elevator!

I hear a guard shouts when I get in, and hear footsteps but there are no one there.

How can I possible complete this quest now?

Is this quest vital for the progress of the game?

It is vital, because you have to rescue the Nosferatu before you can continue with the main quest. Unfortunately, I don't know how you can fix your problem.

Thanks for the answer, but thankfully the last patch helped me out and the doors went open again
The only bug I experienced thereafter was that the blades in room three were not moving, but that only made my progress easier towards my goal!
