What's the amount of RAM in your system? Are you running any mods?

That's a common glitch. Do you have the official patch installed?

I have 384 MB of RAM, less than you, and I've never had a problem with this.....
If you don't have mods either, I strongly suggest you download and install the official patch, which can be found here.
Make sure you install the correct patch. Since you have Tribunal, do
not install the Morrowind patch.
If you just have the Tribunal expansion, install the Tribunal patch, if you also have Bloodmoon, than *only* install the Bloodmoon patch.
The correct order of installation is this, if you have
both expansions:
1. Morrowind
2. Tribunal
3. Bloodmoon
4. Bloodmoon patch
If you just have Tribunal, and
not Bloodmoon, the order is:
1. Morrowind
2. Tribunal
3. Tribunal patch
The install order is *very* important, if you don't install in the correct order, you game can get seriously screwed up. It is also important to install whatever latest patch you need as they fix a lot of bugs and glitches.

Do you have the bloodmoon expansion? If you do use the bloodmoon north ameican version patch. If you don't use the tribunal patch (there's only one version of that)
