It is a bug indeed, but i found this workaround on the Bioware forums:
This problem will be fixed in the next patch.
So that you don't have to wait for the next patch, try this workaround:
Press the ~ key to open the console, then type in the following text, pressing Enter after each line:
DebugMode 1
rs ga_global_int("31_nIvarrPathHoly", "1")
DebugMode 0
Press the ~ key again to close the console. Now when you return to speak to Ivarr, you should be able to complete the quest

Hi Matrona Clo,
I am not sure if you have tried this but it is something I noticed in my first attempts at using the console. I was not getting the item I wanted even though the console command and item name were good. I was getting a message that the item could not be created.
I tried this:: I selected the character who I wanted to get the item and then right clicked on their portrait so their picture showed up on the left side of the screen. I also opened their inventory screen so I would be able to see if the item showed up. I then opened the console and typed in my giveitem and the item name i.e. [DebugMode 1] 'Enter' and it will display a message whether the command was good.
I then typed in [giveitem nw_it_mpotion001] 'Enter' and it deposited 10x Potion of Cure Light Wounds in my inventory ( don't use the [ or ] )characters ). I had to have the character I want to get the item selected and highlighted (right click on portrait) so his portrait showed up on the left side of the screen. You then close the console by hitting either the " ' " or " ~ " (same key). You deactivate the console by typing [DebugMode 0] and then close the console window.
I hope this is some help!

regarding ivarr quest, the patch 1.04 solved the trouble.
