I am having trouble creating a weapon with a +4 or +5 bonus. I am using Grobnar who is level 16, and yet he can only create a +3 weapon. At level 16, shouldn't he be able to craft at least a +4 weapon? He has 22 ranks on the craft weapon skill. I even advanced him to level 18 to see when he he would be a high enough level, but he still couldn't do it. Am i missing something? Is there a better character to use?

Are you using the proper ingredients would be my first question?
Also the level requirement for crafting +4 and +5 is 12 and 15 respectively so it isn't the level which is the problem.

Also - what are you trying to create it on? As I recall you can not "upgrade" an enchantment bonus with a new one, so no making a +2 and then enchanting it to +5 afterwards.
