Where can I find Odral Helvi?

Ok, so I'm trying to get the support of the Redoran council members, and I know I have to kill the guy who is in the Caldera Mining Company Office, in order to shut down the mines, as well as having to kill Odral Helvi. I have to kill the two because I already freed the slaves before getting this task, so I can't do it that way.
Simple enough, right?
*sigh* Unfortunately, I have already done all the Hlaalu quests with Crassius Curio, and I dobbed in Odral Helvi for smuggling, and he has gone to jail.
In Caldera I asked a few guards for the latest rumours, and I've been informed that Odral Helvi was dobbed in by some person he hired to transport his smuggled ebony (heehee), and that he's being held in a jail somewhere on the mainland, awaiting his trial.
What I need to know is which jail he is in. I can't find this information in the pages here, and I can't find it anywhere else.
If nobody knows which one he is in, could you at least tell me where all the jails are so I can search them?
