I have aquired the shield of rothin and for where I am at it is a really good shield. The problem I am running into is that I can't get anyone to repair my shields. I try every time that I can. Is this feature not active in the game or is there more to it.

It's been a while since I played, but IIRC shops can repair equipment at any time. You only have to wait if you try to repair the equipment yourself.

I am not sure what you mean by IIRC shops but I can't get any shops to repair it for me and I have v1.4 so I don't have the repair option do do it my self.

I'm also using v1.4 and definitely have the repair skill available, and any shop can repair any armour/shield in my experience. Click on trade, and repair should be on the subsequent menu.

I have gone through the whole repair at stores and when I say repair nothing happens. I have tried moving the slide bar to the right as though sellecting more items and nothing is working. As far as not having the repair function I was refering to self repairing items.

Well I (or at least my Urgoth Paladin/Budoka soon to be Ninja) hiked down and got the shield of Rothin, and got it damaged. Nipped over to Skulldoon and Ferus Duul repaired it no problem.

I'm playing V1.4 so if you're using 1.3 or lower I'd recommend upgrading. If you're using CE then maybe this is yet another bug that was introduced in that version.

No bugs in CE for repair or anything along those lines... Just the same spells that didn;t work with 1.4 never got fixed in CE.. But the new quests and graphics, Monsters, and game play make it worth the purchase price IMO.
