can non-magic classes that use magic get bonus spells?

based on the chart, INT and WIS can give bonus spells.

do the bonus only apply for the priest and mage class/sub-kit or apply to classes that can use mage/priest magic but are not mages/priest themselves?

ex. ranger--> stalker (mage spells it gets)

A stalker gets no bonus spells from Intelligence but Benefits from Wisdom.

Any multiclass/dual class variation with cleric and mage classes gets bonus spells with Intelligence and Wisdom.

Bards do as well.

If a class naturally casts divine spells, but gets some mage spells like a Stalker or an Avenger, Intelligence does not provide bonus slots, Wisdom does.

so stalker just get the priest bonus spells like all the other rangers...

its mage spells are set in stone.. no increase eh?

No increase. Spell progression just like other rangers.

It seems that you're confusing the BG2 with a 3E game.

In BG2 high wisdom can grant a few low level bonus spells only for clerics and druids.
Int only affects the number of spells you can scribe for mages and bards.
