To get the executioners on you?
I have been trying to but all i ever get are those sheriffs (gaurds in black).

Nope you just get the guards than after a LONG while, you might get white balverines.

I don't recall ever coming across executioners in the game. What do they look like?

The best you can get are the minions if it's the spell you're talking about.
There is one Executioner in the game and he's at that hill... related to a quest.

What is the amount of the fine when the black gaurds change?
