Threads of the Webspinner

I have all the items in the Threads of the Webspinner quest, but when I give them in, I don't get the spell. If I ask him about the amulet that he started with, he confirms I gave him all 27, but I tried every option and I can't figure out how to get that spell.
Edit: It turns out it says you turned all the items in even if you're missing one. I found the one I was missing, turned it in, and I got the spell.
