I had the same problem. My solution was to simply go work on another sub-quest and return later for the remaining 8. I can't recall how many days I was away from the task unfortunately. All I know is when the 5th fish eventually showed up,... I was able to get the remaining 8 without any further delays.

I wish I could be more help, just know that they eventually show up. Oh, and you can also rest assured that you will experience at least 20 more bugs before you manage to finish the game. Some of them are ridiculously infuriating. Save often.

This happened to me a looooong time ago. Haven't had it since I got the Unofficial Oblivion Patch and Martigens Monster Mod (spawns more enemies). Not sure which one fixed it, but I haven't had the problem since.

Go fish?!!! good business

has anyone tried doing this quest at level 30? in fact i had it in my log since the early stages of the game but completely forgot about it. well i noticed it and said "this looks easy, let's do it". i went to the first fish, spell for water breathing, etc. Hm, after a tough fight i managed to kill the first fish and, what's this? 1 scale per fish?!!! sick joke. and let me tell you, those are not fish, but voracious monsters that were chewing me up like crazy. since fighting, casting heal and water breathing was a little hard i thought to make things easier. i went to the imperial city, purchased the cheapest ring and enchanted it for water breathing at the university. i went back to the lake and eventually after a lot of headaches managed to get the 12 scales, but my beautiful enchanted glass armor was a mess. i went to the fisherman and gave him the scales thinking he would better pay good. and, and.... he gives me in return another ring for water breathing!!!!!! i went to the city and sold the one i created just to cover a portion of the costs with repairing the armor. now i'm going to kill the fisherman.

i used the second best chillrend you can get in the game. the sword did damage, but i'm an archer with my character and the blade skill was not so good. shooting arrows in the water was not that good.
