Or is it just short swords and daggers?

Nope, only light weapons or some special ones such as the rapier meet the requirements for finesse, bludgeoning weapons are all one handed.

As far as I can tell, only short sword and daggers can be used with Weapon Finesse. The same goes for 2-weapon fighting, when you want minimum penalties for wielding a light, off-hand weapon.
I've worked that you could make your own off-hand bludgeoning weapons, but they are limited to x2 critical hit multiplier and 2 critical hit width (19-20 on d20 roll), which are what both short swords and daggers have.
So you cannot tweak the Handaxe (x3 critical multiplier)...
It means a light mace could be created (setting the weapon type to "Daggers" or "Short Swords" and fiddling the animation and damge type), but it would be considered "keen", as the critical hit width is larger. It would also use the SW: Small Blade feat, instead of SW: Mace.
