At what point do you get the 3rd outfit?

I have gotten 2 outfits now (besides the original). One from Fat Larry in Downtown and one from the dude in the quick stop shop in Hollywood. Where is the 3rd one (which I assume is the last one?)? I hear that Heather gives it but I've played the game numerous times and never got it from her. What is the sequence of events where she gives it?

You get to buy the last one in Chinatown. However, if you wait a bit it becomes obsolete with Heather's gift. Seing as how there is no spoiler tag in this thread:
You have to finish every dialoge with her in the game. Just before you enter the quest after which she is kidnapped (I think it is before you head off to the Society of Leopold base), she'll give you your duds. These look basically the same as the set you can buy in Chinatown, but they are slightly better.
That should help you out.

Yeah I got the last one in Chinatown. I never did get anything related to that from Heather. I kept going back to the apartment and interacting with her but I guess I didn't have the right timing or something.

To get the body armor from Heather, talk to her when you see the wreckage in front of Lacroix's tower (from the failed Sabbat attack). IIRC, that's after you finish the Society of Leopold mission. Don't talk to Lacroix until after you talk to Heather, that's always worked for me.
I'm not sure about the exact timing, but I know you need to see her before you go into the Sabbat-infested Hallowbrook hotel.

Sequence is this: Go to Society of Leopold. Kill all. Rescue professor. Return to downtown. BEFORE seeing Lacroix, go visit Heather. Get duds. Go see Lacroix (it is at this point that Heather is kidnapped). Go to Hollowbrook. Avenge Heather.
