Mysticism, Alteration, Illusion, Restoration, Conjuration, Alchemy, Armorer, and Sneak are by far the easiest skills to level in the game that require very little amount of fighting if any at all.

agreed with above

:::Low impact techniques that include no attention to the screen...:::here are some quick tips to beef up some really easy stats....go into a house where someone is sleep, get into sneak mode, take off your shoes. make sure there is no one awake/around/aware and press "Q" or whatever button you have designated as the hotkey for constant running. Now, position your character to run into the door just outside someone's bedroom....go have some beers with your buds, eat, spend time with the girl....when you come back to your game you'll be a rank higher in sneak or just higher leveled. I do this all the time. Another way to level up quickly is leave your game on and do the same thing but with running instead of sneaking, you can kinda beef up your athletics. Another quickie for leveling the low impact skills is to join a guild, find a locked door, and keep attempting to manually lockpick the door, however, when you come to the last pin, click on "CLOSE" and try it again. The harder the lock and more times you spend attempting to pick it and "CLOSE" the more you're security will beef up. Good luck and remember, just cause it's a game doesn't mean you can't go out and do other crap while it's running!

You could always summon a creature and use ur skills. I suggest summoning scamps at the start it's really eeeezy. After a while I'll be ip by about ten ranks and fifty conjuration levels I wuz level ten when I got 100 conjuration :) I'm level 15 now 

You've got it the wrong way around if you're trying to raise your level quickly, you're only helping the enemy by doing that, As you level up, so does every enemy in the game, and if you're ding it by working on non-combat skills, the enemy will grow in power faster than you do.

It's skill increasing that defines your power, not your level; which is why it's better to have skill you rarely, if ever, use as majors if you want to power play. A player character who has high combat skills at low level is far superior to a character who has mediocre or poor combat skills at high level.

A pretty good FAQ with lots of info: The Elder Scrolls IV: Oblivion FAQs, Walkthroughs, and Guides for Xbox 360 - GameFAQs

Keep in mind the game scales with your character leveling so if you level but don't have the gear, then you may run into trouble.
