What exactly do the other numbers on the strength statistic mean (eg. 18/00)
Which is higher, 18/00 or 18/99 and why? Also, 19 strength would still be better right? Why isnt there 19/00?
Sorry but the only D&D ive ever played is BG2 (some BG1 but ages ago)

The numbers after the slash are percentiles. They are a subdivision of the 18 strength, with the higher number the better (00 = 100)
So, the 18/00 is better than 18/99.

Ah, so 18/50 is like 18.5
Then isnt 18/00 pretty much 19?

Pretty much yes, 18/00 is plus 3 to thac0 and +6 to damage. 19 is +3, +7. 18 is +1, +2 I think.

No, it goes back to what it was before, the rate that is, the reason for the big difference between 18 and 19 is because of the extra percentage thing.
18: +1 THAC0, +2 Damage
18/(01-50): +1 THAC0, +3 Damage
18/(51-75): +2 THAC0, +3 Damage
18/(76-90): +2 THAC0, +4 Damage
18/(91-99): +2 THAC0, +5 Damage
18/00: +3 THAC0, +6 Damage
19: +3 THAC0, +7 Damage
20: +3 THAC0, +8 Damage
21: +4 THAC0, +9 Damage
22: +4 THAC0, +10 Damage
23: +5 THAC0, +11 Damage
24: +6 THAC0, +12 Damage
25: +7 THAC0, +14 Damage
