You know, it helped me greatly that you had to add ten angry smileys instead of nine. In any case, you'll need to give more information if you want us to help you. And perhaps a slightly more mature attitude.
Provide accurate system specs, your DirectX version, '98 regular or '98 SE, that kind of thing. Be aware that Microsoft no longer provides support for Windows 98, so anything that can't be fixed with a driver update or patch will in all likely event never be fixed.
If you already know where to look for updated video drivers, downloading them should be your first priority. If you can't find drivers suitable for Windows '98, see if you can find Windows ME drivers instead. I'd try *early* Windows NT (3/4.0) drivers ONLY if you can find nothing but generic Windows XP drivers. The latter will most definitely not work.

What I gather from here it has something to do with the ammount of colours you are using. Perhaps the updating of video drives may help.
But must agree that I can't help more without knowing better what kind of system you are using...

I'd say the problem is that your graphics chip can only render a 16 bit color depth, and that that causes problems. Try installing a video card that was decent back then (GeForce 4 or something).
