You can find out in the GB walkthrough or just follow orders from the Blades (Mainquest)..and you'll eventually be able to join,

No, it's not a guild. The Ashlanders are a part of the main quest as has already been stated here a couple times. If you want to know the details, check out the sites walkthrough.

Since this question has already been answered, and all info on the Ashlanders is covered in the walkthrough, I'm closing this thread.
