In morrowind you could make you spells and enchantments as powerful as you want, but they seem to be limited in oblivion. It doesn't seem to matter what clothing I use, it matters what soul gem. I use only grand soul gems with 1600 or black soul gems but I cant seem to make it any stronger then before. With spell making, some spells only give me a limited amount or magnitude I can have. Like my fenzy spell used to only let me go up to 20 max but now it lets me go to 25. I've been at mastered illusion the whole time. Does it have anything to do with what spells you already own before that?

Enchanting items is completely dependent on the size of the soul in your soul gem, 1600 is the max. Well, not completely dependent, you have to already know a spell that's related to the effect you want to enchant the item with. But your skill in that school of magic, your related attribute (Intelligence, Willpower or Personality), and your overall level don't matter at all.

Spellmaking, on the other hand, is highly dependent on your skill in the related school(s) of magic, and maybe your score in the related attribute (not 100% sure about that). Overall level still doesn't matter. A useful trick is to create items or a spell that fortifies the related skill (say Illusion), and then create the actual spell you want with the first effect (fortify Illusion) active. The characteristics of the spell you create don't change when the effect wears off, so you can create more powerful spells than you otherwise could.

Alright I pretty much got that now...The enchanting system in this game is so flawed.

You can say that again I hope they fix it in the new expantion pack next week.
