Technical Problems

Sup Guys! Long time no see!
I know that my topic is not realy concerning SoA, but I decided to post it here anyways since this is where I have been posting ever since I came here.
Ok, so there is the problem... Whenever I try to play any game on my PC this message pops out:
Cannot find SirC32.exe
This program is needed for opening files
type "Application"
Please specify the location where it is
located.
This also happens when I try to install any new program or try to open stuff like Microsoft Word. But the reason I am posting it here is because the only game I can play on my computer is SoA!!! So, I was thinking, can you please tell me why I can play SoA and not be able to run any other program? Any help is greatly appreciated!!
