Oblvion weapons!!!

What's the best weapon that a lvl 25 or lower can get? Umbra?
Umbra is the most powerful sword in the game by a decent margin, although you can create one that would arguably be more powerful. Say you have Destruction skill of 100, start with a daedric or ebony longsword and put as much Damage Health and/or your choice of Frost/Fire/Shock damage on it as you can, and you can probably create a sword that hurts more than Umbra when it hits (although it's still likely to be heavier and burn charges faster).
In terms of sheer damage, nothing beats a daedric warhammer (even Umbra). They're big, heavy and slow, but put some nasty Destruction enchantment on one of those and you have the ultimate in "crush, kill, destroy".
