Why can't I access the Cheat-window?

I'm tryng to bring up the console-window so I can enter the cheat-codes. But noghting happens when i press the ~-button.
I'm playing the 1.64-version of the game.
Anyone?
Or does anyone know of a trainer that works?

"Cheat List
To make the cheats work, you'll first have to edit a game file with a text editor. Make sure you back this file up before proceeding.
In the game's folder, find the file named "nwn.ini." In the Game Options section of this file, add this phrase:
Debug Mode=1 "

Remember, the ~ to open the console is also for specific keyboard set up, and national keyboard set ups (if non US/English or something) requires a different key.
For instance Danish (and Scandinavian I think) keyboards require the usage of the ` key.

Cheat problem too
Hello all,
I am starting to play again after many years and talents are little rusty.
I installed the NWN, updated the game trough auto updater ( version is now 1.68 or something) and edited the nwn.ini file ( with Notepad <-- was this OK, worked with all BG´s).
Started the game and tried to use the infamous ~ key. Nothing happened.
I tried every key combo and so on. Nothing.
The game is running with a laptop, HP nc6400. This is european laptop, maybe. I ain´t so good with these machines. Please, help a n00bie out here.

Look you can write cheats in the bar above the quick bar.
Like this:##DebugMode 1
and hit enter

Actually it's the key left of the 1 an without shift - so it's the ` without shift, that key with shift would make it the ~
I can not test right now, but on contemporary windows systems some of these keys and characters operate like 'meta' keys that are used to insert special characters, iow, when I type the
` char nothing happens right away but when I follow up with an
