I "acquired" the telescope he wanted but when I went to him all he wanted to do was sell me a ring that turns out to be cursed. I think I may have turned him down when he asked me to get it for him when I first met him. Now everytime I talk to him he says "All that glitters is not gold but all that is gold glitters."
Any help?

I'm afraid you did turn him down. Aside from loading an earlier saved game, I don't think you can fix this. You've missed out on a wand of lightning, 5500 xp and 500 bucks. Nothing grand.
