Sleight of Hand

I am still pretty early on in the game, and I am a level 5 rogue. I will try to avoid any spoilers so I'll be vague. Whenever I get spotted for a sleight of hand, the NPCs that I tried to steal from doesn't turn hostile...I doubt that it would ruin the plot or anything if those npcs die. So I am wondering, is this how its going to be like for most of the game? or will NPC's begin to turn hostile if they spot my sleight of hand once I reach like part X of the game? I also want to know if there are other "penalties" for this (like discreetly getting a point into Chaotic alignment)?

There aren't any penalties, and NPCs never turn hostile. Of course, with one exception (a merchant in the Docks District), there isn't anything worthwhile to steal anyway.

i played this game 12 times. this time i am a thief. i use sleight of hand to steal everyone in the game.
i steal nothing from my teammates.
i steal 4~8g from any walker . (1/15 has money, most has no money)
i steal 34~40g from merchant,(Sand in the Docks Destrict has no gold or item)
i sometime steal good item from merchant .
i steal heal medkit+10 from mission assigner.
i steal nothing from animal .(cat,dog,chicken...)
i steal 41g on the enemy even in the combat mode .
i steal whatever i can steal ...
it is real funny !

Yeah the devs did a really poor job of implementing this into the game IMO.
It was much better and fun in the Baldur's Gate series and in the Elder Scrolls games.

There are SOME half decent things you can pick pocket, but not that much. And not all skills are usable in OC, but remember that this game is very community oriented, and some of the skills are used on all kinds of mods on-line.
