Spell Scrolls-How to Cast Them

OK, I give up. I don't know how to cast a spell from a scroll. My character is qualified to cast the spells, but I just don't get any response from my clicks and clacks. Can you cast spells from scrolls, or just write them to spellbooks? Please help.
