where do u get robe of vecna???

where do u get the robe of vecna???? i know that you can get the ring of wizardry from the harpers but how do i initiate the quest to get in the harpers building a second time, after returning the dead man to the building?
p.s: when u kill the harpers while bringing the dead man in the harpers headquarters, none of them carry the ring of wizardy. only their mage does.
