My fighter has one star in hammers and bastard swords, Ambidexterity and Two Weapon fighting. But when I try to use a hammer and a bastard sword to dual-weild, both hands show -4 proficiency. One-handed both weapons are okay. What am I missing?

Two Weapon fighting is meant for Light Weapons or One One-handed and One Light weapon. So two One-handed weapons will incur a -4 to attack each.

And just so you know if you go down to at least one light weapon in hand, there's still going to be a -2 due to two weapon fighting rules, even with both Ambidexterity and Two Weapon Fighting.
