Consular Force Power Confirmation

Hello-ha,
Might anyone be able to confirm on which levels Jedi Consular's get their extra force powers?
I've seen both of the following cited on different sites and guides:
1,3,9,15,18 (cited in the GameBanshee KotoR classes section for example)
1,5,9,13,17 (cited in the GameBanshee KotoR strategy guides/Jedi Consular section for example)
