Oscuro's vs. Francesco's

I searched and searched and couldn't find a thread comparing these mods, but I would be interested in hearing what people think about these two and if one is better that the other.
OOO seems to change more, but what I am really after is a more Morrowind-like feel. Namely, I don't like the leveled creature/loot system and would like to have a chance at encountering high level loot and creatures at a low level and vice versa.
Anyone have any experience with these and which would you recommend to achieve what I'm looking for?

I tried Oscuro's, but it was shortly after the game came out, and ended up dropping it. As I recall, I ended up using Galerion's Slower Leveling, Quest Award Leveling, and Compleat Enchanter.

I use both. Oblivion's leveling system is unfortunately a show-stopper for me.
As for which is closer to the Morrowind feel, I personally prefer OOO for its lore-friendly changes, but that's just me of course.

I like Fransescos but I don't know but Os is so I can't compare easily.

I ended up using OOO and a few other mods and the game is a blast. I must mention that I installed the "LITE" version of OOO and just installed most of the other bundled mods.
I did not install the character slow leveling mod, as I prefer to keep track of stats and level at my own pace (perhaps an effect from playing all the DnD based games).
I cannot comment on the effect at high levels, but at low levels the unpredictability, as Oscuro stated was his goal, is great. It reminds me of Morrowind and Baldur's gate. Sometimes I clean out a cave without a scratch, and sometimes I get my arse handed to me. There is much more variety of loot and occasionally I find higher value items that I would expect based on the vanilla system, but you have to earn it.
So far I love this mod, and IMO makes the game much more fun.
