"Bardic Knowledge" -- how does it work?

A bard picks up a lot of stray knowledge while wandering the land and learning stories from other bards. A bard may make a special bardic knowledge check with a bonus equal to his level + his Intelligence modifier to see whether he knows some relevant information about magical items.
What does this mean? Is my Bards level just added to skills like Knowledge: Arcana and Alchemy when making a skill check? Does this special ability replace the two skills I've named above?

I think that is the bard's innate ability to be able to identify magical items. So all you would need to do is put the unidentified item in his/her inventory and then right click on it. If he/she passes the check then the item will be identified. This ability is a bonus according to the description so I imagine he will get the bonus added to his standard identify item checks, on top of bonuses from arcana and alchemy

I think a bard just gets +1 so it is pretty lame

I actually can't tell if it does anything, or if it's just fluff text taken from the original PHB. Oh well.
