Well, you can make him feel better. If you ask him why he remains, he states, "As simple as that question is, I do not have an answer. Perhaps there are other elves here that need my help to return to Arvandor. Maybe there is something else I need to resolve in order to complete my punishment." At any rate, he does provide a handy teleportation service.
