Game major slowdown. Tech help needed!

I do play this game on a dell laptop (i know laptops aren't really designed for games). Pentium M 1.6Ghz, Physical Memory 1G, Graphics card Radeon 9000, video mem 64MB (I know the graphics card is old, but it still should be able to run the game correctly). I have the latest drivers for 9000 and 9.0c DX. WinXP Home.
My cache for the game is already 999Mb, and it doesn't help even if I turn off all the sounds/effects/other things that slow down the game.
So the game runs EXTREMELY well and smoothly for 10-20 minutes every time i start the game. then for no reason the game just slows down (graphically) to a snail's pace. This usually occurs when there are a large horde of monsters or when there are many spells being casted at the same time. HOWEVER, the slow down would ALSO occur if i just stare at the spellbook/record screen for 20 minutes.
The game becomes unplayable and I have to quit the game. After quitting the game, windows also becomes graphically slow and i can't do anything. I have to wait at least 10 minutes for the computer to function at a normal speed.
this is really annoying. It also happens for other newer games, even other older games that require a significantly inferior system than what i currently have.
Any suggestions for how to fix this? Or, any suggestions for why this exists? it definitely is a system problem, not an icewind dale one, but my system has EVERY reason to run the game smoothly on the most demanding settings. In fact, running the game on the most demanding settings does NOT slow down the computer more.
Can this be a driver problem? or a DirectX problem? Should I rollback to DX8? I remember my laptop didn't have this kind of problems with games when it just came out of the factory.
