How is this implemented in NWN2???

In pen and paper (according to the web) a flaming burst weapon has the properties of a flaming weapon. So each hit it does 1d6 fire. On a critical it does Xd10 where X is the critical modifier eg. x2 for swords x3 for axes.

However I suspect that NWN is unaware and simply has it do nothing on a regular hit and 1d10 on criticals which is much worse than flaming (opposite of pen and paper).

Has anyone tested this?

Bugged Burst?

No, but I have heard that the flaming burst recipe in NWN2 is bugged. If you enchant a weapon that already deals elemental damage i.e 1d6 electric and 1d6 cold, I think that the recipe would then give higher criticals. If you have two elemental damage types, then it would deal 2d10 damage instead.

But I'm really not sure having not tested this out before...
