I a word, no. Rangers get an extra attack if they are single weilding without a shield.

Well, it is possible to give the appearance of dual wielding. It would mean overwriting some of the existing animations though...Not that difficult a thing to do, really. But as far as truly dual wielding like bg2, until (if) we get the source code for the Infinity Engine, its not possible.
