Wielding a "big" weapon in the off hand when using two weapons grant u a bigger handicap then wielding a "small" weapon and i was wondering whether the universal swords in the game count as a "big" or "small" weapon

I'd hazzard a guess that it'll be considered a "big" weapon. Unless someone has tested this out or ripped the config from the codes itself, there's no other way to know since the universal sword is purely a weapon class created for that campaign.

It can't be big. Elseway a small char could not use it so it's probably medium or even small...

I'm answering in his words.. assuming that "big" and "small" here probably refer to simply light and non-light weapon for the purposes of taking two weapon fighting penalties.

shift 224 guessed right. i was reffering to "light" and "non light" weapons. r the penalties for holding a universal sword in the off hand similar to those of holding a "light" weapon (short sword) or "non light" weapon (long sword)?

Actually it is rather easy to check a weapon. Empty both your hands, put the weapon in your main hand. If you see "weapon equipped as a one-handed weapon", then it is a small weapon, if you equip it as two-handed, its medium.

The universal sword in the game is a one-handed weapon, of that I'm sure. I think it is under the meduim weapons range, but the penalties incurred for dual-wielding it is harder to determine.
Could be either light or not, but its effects are small, to say the least, because that sword gives you a substansial attack bonus when wielded. My advice, wield it as the off-hand weapon.

Frankly, I believe that it's a "longsword" or "scimitar" (I lean stronger with the former guess) with the weapons proficiency requirement removed.
Also, I find the weapon even with all it's bonuses wanting... simply because by the time you get it, you've already have weapons better than it, and more focused to your character's build and/or your play-style. And in the case of neither, chances are, you're not really bothered with a need for a weapon...
