Hello and Thank You in advance

I have just finished up all the Arindale quests and returned the horn. But now I cannot get back into Fargrove, When I approach I am told that the city is under the command of Captain Okatta and to go away I then try to present my letter and it is ignored. Now the walkthrough says that I should be taken to the Manor/Castle, but I am not being let into the city at all. I have CE and have tried to restart from an earlier save, to no avail. Any help with this issue would be greatly appreciated, as I have been stuck for some time now. Thanks again.

Go into your quest listing to see if you have an unfinished quest.

Specifically:

"Fargrove will open back up after you’ve placed Galdryn’s Horn in the Chamber of Spirits in Talendor, and after you've returned to Emmindor to tell him the news."

And most notably (from that text):

"..after you've returned to Emmindor to tell him the news."

a few things u should probably do

first off u cant get back into fargrove until u have told emmindor the news then while u are in the arindale area if u havent done it already u need to fo to the lost lake and swim to the island in the middle and get a moonstone from one of the moonbeasts there then start activating moonbridges and after activating the moonbridge in talendor go to bolen field and talk to graemere. then return to fargrove the gate guards wont escort u in they will attack u by the way thats how u know uve done everything but emmindore is the only one u have to talk to before u go back in to fargrove though the others are just suggestions

I got around doing that.
I actually managed to get to the peak of the mountainous terrain getting to the interrior of the city near the Wizard's shop. I activated the bridge, teleported out and back in to fix the graphics of the city.
