Uncompressing MP3s

Hi all.
Recently I purchased Oblivion thinking it would run quite smoothly on my computer. I was mistaken. I think it's just my cheap graphics card but I've heard people get quite a considerable boost in FPS from turning off the music. I don't want to do this and I can survive with a slightly lower FPS until I can shift enough potatoes to buy a better graphics card, but I was wondering if decompressing the MP3 files would give the same effect. I read that the slowdown is caused by the game decompressing them in the first place so if they are readily decompressed it should help.
Am I being silly?
If not, how would I make the files less compressed?
