Is it possible to complete both their quests at all?
If you have a high persuasion or something can you play them off each other in a Hitman Impasse style or anything?
It annoys me that I always end up with a failed downtown quest

You cannot finish both of their quests. You'll have to chose one or the other.
Spoilers hidden --
Since helping Venus garners you a stake in her club, and repeated money from her, the choice to me seems obvious. That being said, I have sided with Boris before and you get a lump sum payoff, but that's it.

*spoilered*
If you don't want to end up with a failed quest, you can complete it for Venus by simply not talking to Boris or talking in a way that does not trigger him to propose his quest. This also has the advantage of netting you a couple of hundred extra dollars in the long run if you visit her very very often.

How do you do the font colour thing for SPOILERS? i have given it a go here, but i'm not sure if it will work as i intended
I may well have imagined it but i thought on one occasion i managed to complete Venus' quest just by talking to Boris and getting him to drop the debt and give her the club. (although of course i have never managed to go through the dialogue options and find that again so i probably did imagine it)
I thought it would be cool (please forgive my duplicity in the desire for a couple more XP) to talk Boris into giving Venus the club at the start of the game, and collecting a cut of the takings for a while, before killing her towards the end of the game for Boris and collecting his blood money and experience points. Then i could also kill Boris if i felt particularly dastardly and swipe the cash & jewellery he had lying around his suite.
Generally in Chinatown i can persuade Lu & Ji to kiss and make up and get the extra XP points before killing the evil one (cannot remember which) and taking my 80% cut of their money too.

Champagnerocker, I've fixed yours. Just place "spoiler" at the start and "/spoiler" at the conclusion of what you want to hide, with brackets replacing the quotes. Highlight to read.

An easier way to do the spoiler would be to use the "S" button at the extreme right of the list of options just above the reply entry field. You can highlight what is to be hidden and activate the button, or hit the button to place the spoiler tags and entering within them.
As to your comment on Boris and Venus... that would be evil... and not catered for in the game. I'm not sure about the no-blood completion for that Venus quest. I believe I did it once with a Toreador too.
The Chinatown quest you mentioned is obviously bugged.

I kind of figured that the chinatown quest was buggy, but as i get the money and XP it's a bug i like!

I hope you were playing with the official 1.2 patch because I think we got that fixed in the unofficial patch a long time ago.

Is there only one evil one? My impression was that they're both equally evil.

They're assasins.
One is relativelyless evil though.

I knew the spoiler part, but I've never seen any significant difference between their ethical outlooks. They're both afraid the other will kill them (and they're probably right), and they both accuse each other of the most horrible stuff. I have no way of telling who is right or wrong in those accusations, although I think
Ji Wen Ja
sounds slightly more credible. Does one of them give you a smaller cut or try to cheat you even if you kill the other guy for him?

SPOILER below:
Playing as a Ventrue, I was able to dominate Boris into letting Venus know there was no payment this month and he never proposed his quest (I think I dominated him straight away or after one non-important line)
Venus was happy, I got a completed quest and could come collect money whenever.
