Rapier not Finessable for small races

I tried giving a rapier to my dex based gnome and his AB droped from 36 to 21! Not cool. So are rapiers not finessable for small characters? Is this supposed to be the case?

Normally, in D&D, your Gnome would wield a small Rapier, which would be finessable. Since Obsidian messed up NWN2 (NWN was based on an earlier D&D version, so the blame with that one is on D&D itself), they didn't bother to provide small weapons for small characters.
In short: what you're experiencing, is normal.

Small characters can only finesse Daggers & Kukris, AFAIK.

I can finesse a short sword, and equip it as a two handed weapon, and get the 1.5 bonus damage from combat insight, and get precise strike from being a duelist. All in all not bad, it just would be nicer with a rapier's crit range too.

Maybe that's because a Short Sword is small, while a rapier is medium, but finessable? Sounds inconsequential. But I believe you.

Yes. That's exactly that! A shortsword by D&D normal rules should not be fineasible by small races either, but then again.. there's that screwup part. The rapier is a "special fineasible" weapon. It is not useable in the offhand with the reduced two weapon fighting penalty either.
