I recently snagged NWN2 and MotB and started up the OC and encountered the dialog bug after looting the silver shard. I found the hotfix and applied that, however I've been unable to find any reference to a console command or such to continue this save. Do I need to just start over again and go through the initial village battle and swamp again or can I make this save usable somehow?

I don't think there are any console commands to make it work again. Going through the first part of Act I in West Harbor again is nothing compared to the bugs other people have experienced. Imagine, playing in excess of ten hours and hitting a dead end because of a trigger not firing and having no way whatsoever to fix that. It's stuff like that which will make you go ballistic with anger.
