has anyone noticed if dexterity and agility effects casting speed and accuracy?

i have an answer to your question since the info isnt all true on this bugged game. i have noticed that after a substantial increase in agility from 70 to 90 did lower the cool down rate of my blast nova. as far as dex increasing the accuracy i have not seen any improvement when adding points to it using fire burst.
